All funds budgeting is a comprehensive framework, structured to present a University-wide view of the allocation of its financial resources. An all funds approach fosters a strategic perspective that enhances understanding of the alignment between resource allocation and strategic planning. An all-funds approach enables robust peer benchmarking and comparison across institutions. “All funds” excludes non-operating funds. (See non-operating definition.)
